ABA S.T.E.P.S. – Behavioral Health Specialists | Skills Training – Personal Success
Arizona offers a robust network of state-level supports for families of children with autism — from financial aid and education savings to advocacy organizations, early intervention services, and Medicaid coverage.
Arizona Division of Developmental Disabilities (DDD)
Provides supports and services to 59,000+ individuals with qualifying developmental disabilities including autism. DDD alone covers support coordination; full services require both DDD and ALTCS eligibility.
Arizona ABLE Accounts (AZ529AABLE)
Tax-advantaged savings for disability-related expenses without jeopardizing Medicaid/SSI. Minimum $25 to open. Arizona residents must use the AZ ABLE program.
Arizona Empowerment Scholarship Account (ESA)
State tax dollars for educational alternatives — private school tuition, therapy, tutoring, and other approved educational expenses for students with disabilities.
SARRC (Southwest Autism Research & Resource Center)
Internationally recognized nonprofit (est. 1997) providing lifetime services and cutting-edge research. Programs include: ABA-based Community School preschool (ages 15 months–5 years), JumpStart early intervention (up to age 7), Navigator/Family Resource Team (free navigation for new families — call (602) 606-9806), First Place AZ Transition Academy (adults 18+), Diagnostic Services, and Vocational & Life Skills Academy.
Arizona Autism United (AZA United)
Serves 2,000+ families with 2 million+ hours of direct care annually. Programs: ABA therapy (Little Learners center-based), habilitation through DDD/ALTCS, diagnostic evaluations, speech/OT, Resilient Hearts Counseling, and free Family Support Team for system navigation.
Autism Society of Greater Phoenix (ASGP)
Arizona's oldest autism organization (est. 1973), 2024 national Affiliate of the Year. Free classes (Autism 101, Transition 101, Safety 101), support groups across the Valley, BE SAFE program for law enforcement interactions, social events, and policy advocacy.
The Arc of Arizona
Advocates for the rights and full community participation of people with IDD. Partners with local chapters for grassroots legislative action.
Raising Special Kids / Encircle Families
Arizona's federally designated Parent Training and Information Center. Free IEP/504 consultation, special education advocacy, health care navigation, Parent-to-Parent matching (600+ families/year), workshops in English and Spanish.
Autism Society of Southern Arizona
Resource navigation, adult social clubs, support groups, and state resource guidance (Tucson-based).
Arizona Autism Coalition
Hosts Day of Learning events, annual Autism Expo Resource Fair, and maintains a membership directory and referral network.
Arizona Dept. of Education – Exceptional Student Services (ESS)
Ensures all public education agencies comply with IDEA. Professional learning, family support, compliance monitoring, IDEA Entitlement grant, Child Find (AZ FIND), and dispute resolution.
AzEIP (Arizona Early Intervention Program)
Arizona's statewide Part C system for infants and toddlers with developmental delays. Free individualized services to enhance family capacity. Operated through DES.
Arizona Center for Disability Law (ACDL)
State's federally designated Protection & Advocacy system. Free legal services including investigating abuse/neglect, enforcing right to education, and advocating for appropriate health care.
Arizona DDD Respite Services
Temporary caregiver relief for eligible individuals. Requires both DDD and ALTCS eligibility. Coordinated through the individual's DDD Support Coordinator.
Ability360
Arizona's largest center for independent living. In-home care, personal care, and habilitation through 1,800+ Personal Care Assistants in Maricopa, Pinal, Gila, and Pima counties. 45,000 sq. ft. Sports & Fitness Center with adapted gym, aquatics, climbing wall, and indoor courts. Youth transition programs ages 14–22.
AHCCCS (Arizona Medicaid)
Arizona's Medicaid program covering behavioral health services, ABA therapy, speech therapy, and OT for eligible residents.
ALTCS (Arizona Long Term Care System)
Medicaid for long-term care. Eligibility based on medical/functional needs, NOT family income. Required after age 3 to receive full DDD services including habilitation, respite, attendant care, and ABA.
Steven's Law (H.B. 2847)
Enacted 2008. Requires most AZ state-regulated health plans to cover autism diagnosis and ABA treatment. Caps: up to $50,000/year under age 9; up to $25,000/year ages 9–16. Coverage until age 17. Does not apply to self-funded employer plans.
KidsCare (Arizona CHIP)
Health coverage for children under 19 who don't qualify for other AHCCCS programs. Covers autism-related therapies. Monthly premiums capped at $50/one child or $70/multiple children.
Special Olympics Arizona
Year-round training and competition in 16 sports. Unified Sports, Healthy Athletes screenings, and Unified Champion Schools. Young Athletes program from age 2.
Easterseals Blake Foundation (Arizona)
75+ years of service. Behavioral health counseling, Early Head Start/Head Start, community day programs, adult supported employment, attendant care, respite, and inclusion training. Headquartered in Tucson with services across southern AZ.
